Well I've told paypal I have evidence of him saying he hasn't posted the item so I can't understand why it should take 10 days. Surely all they need to see is the email from him.
I'd skip straight to a court summons but thats just me. Will cost you about £35 but you will get this back when he pays up, you can also add interest at equivalent of 8% APR IIRC. 
Its the only way to teach these scumbags a lesson.

Sorry to hear about your troubles. I've bought and sold on Gumtree many times and have never had a issue yet?
Gumtree's good, you just have to make sure your ass is covered. ask for their phone number, address and email. What I do then is call them first to see if Phone number is real and email too. Then after talking to them a few times then a buy or sell. I trust nobody on the Internet. And always use paypal. never send cash. If you do meet with someone always do it in a very public place with lots of people around. You do all these things Gumtree is fine.
Dont forget the money will be in Paypal's accounts so if they say it takes x number of days that's x number of days interest paypal earns on the money. Now think of all the money that could be going through paypal's accounts whilst disputes are looked into and it adds up to some good interest earned.

Gumtree... Don't use it, ever. Face to face sales are NOT safe as many people have had cars stolen and been ganged up on/mugged during face to face sales. Think of it as free roam for scammers that can list for free. Of course there are genuine sellers on there. It's just so full of scammers it's not worth the risk.
Ohhh good ol Gumtree.....I looked at Gumtree a few months ago to sell my brothers gaming laptop, after listing it I realised that I would never use that site again.
I had people emailing me left right and centre saying they wanted to buy the laptop at the current price......every single one of them was from the furthest point in England from where I live so they couldnt collect it, none of them wanted to communicate through in built in Gumtree email system (as I assume this keeps a track of sale/communication) and my guess based on their keenness to get the latop ASAP, would be that after paying me and recieving the laptop, they would dispute the Paypal payment, get their money back (as Paypal favours the buyer) and I may not see my money again.
It felt really unsafe to me as a seller and clearly this happens regularly to buyers as well.

When sending anything on eBay or Gumtree or anywhere like that just make sure you send the item by a tracked service with proof of delivery, as a seller doing this you are pretty safe, as a buyer if he cant prove delivery you will get your money back 100% they even sometimes side with the buyer if you they can prove it (god knows how they can do that) but has happened to me in my business before.
Basically Paypal love the buyers and seem to not mind upsetting sellers so to the OP just look for a new card it doesn't matter how much the guy who sold you the card squirms you will pretty much 100% get your cash back as others agreed.
The moral of this story is if buying on eBay, Gumtree or Amazon always use Paypal if you want to feel secure.

Yeah PayPal r really good like that. I used them for 5 years through eBay.
They will just take the money straight back off him.
Make sure you open a dispute.
Paypal are also a pain in the as for sellers....
I sold some ram, the guy left positive feedback and on the 44th day after sale puts a dispute in saying they never arrived.
I used Standard post but he had sent me an email saying they were running fine and also left Pos feedback.. Still paypal gave him the money back and i got an email from the buyer saying "HAHAHA Should have used recorded"
Damn that's pretty unfair.
If you want to sell stuff on the likes of Gumtree it will make you appear less dodgy...
but very very common.

Me and my girlfriend had a scammer try his luck on us though an add. We needed a place to stay and we were running out of time on our old house. So we looked to rent. We saw an add for a flat in the centre of york. I checked on google maps with the post code which was in the add. We went down the street to see it, drove past etc. Everything looked legit.
Through emails we contacted the guy. Asked to arrange a meeting at the flat, Always an accuse came after. Then came the emails about asking for the bond and he would post the keys. We said no thanks, without a meeting at the flat we wont post any money. He wanted to use this European transaction system.
It turned out to be a Nigerian scam. A postcode scam. They pick a nice city, look on google maps, get the post code, Try and get some pictures, which google maps street view gives. And bingo. Place an add on gumtree.
Most people are not that stupid. We didn't fall for it and just forwarded everything onto the police, emails and the link to the add on gumtree.
I did sell a wii on gumtree though, Pick up and trade for cash. So not all is bad lol.
