Understand where the OP is coming from, but I've always thought of "pre-planning" as the "requirements gathering" phase, before the actual planning starts... i.e. what am I planning for, and what does my plan need to achieve.

Does the OP have issues with the terms 'pre-production' and 'post-production'? They're both part of 'production' but they help distinguish between different phases of the production process.
It's just adding detail to something to distinguish phases, which can be helpful to those involved.
Pre-plan:
verb [with object] (usually as adjective pre-planned)
Plan
- Plan in advance
verb (plans, planning, planned)[with object]
- Decide on and make arrangements for in advance

To me, the 'planning' phase of any project involves research, gathering resources & people, speccing the project, designing the 'thing'. it's all planning.
The Plan is what you're going to do.
The pre-plan is looking at things first in order to understand and know how to make The Plan.
