Just got a new 1tb wd black hard drive , plugged the sata cable and the power in and it is not showing up in my computer... any suggestions?

Have you been to disk management and initialized your disk? Or is it not showing in the bios?

I can see it in the bios , How do I install it?

there is not a format option on device manager

If you mean "my computer" I have already said its not visible in that area

Ok then. You can either find it under administrative tools on the control panel or right click computer on the start menu and click manage. Or just type it into the windows search box. Take your pick.
