If he got a Forest Gump metal leg cage thing he could get Magneto to move him like a puppet. Hilarity would ensue for all the X-Men.

I believe he is a telepath. If he's paralysed then the psysiological link between his mind and his legs does not exist (presumably from his accident) thus rendering any telepathic attempt to use them useless.
