That is because Jean has telepathic and telekinetic powers. Just because you have one does not mean you have the other.

We've seen Xavier control other people, by controlling their mind and in turn, using that to control their body.

Xavier's problem is, his spine is damaged so his brain has no control over the lower half. The same would happen if Xavier took control of someone else in a wheelchair.
