Doubt it will cost millions.

Single people code emulators for free in their spare time. I bet Sony is paying a group of 10 supergeeks to work full time on an emulator.

No one is stopping you from using a ps2 to play them .
I would like to see it if they are cheap and they've actualy improve them. IF its just a straight port then no thanks, maybe?

I doubt they will be improved, AFAIK the (PS1) games released already don't have any improvements.
