So you’d rather they sent a time sensitive alert by text. Not only does that mean they’d need to know everyone’s phone number but that if anyone had a phone off and then switched it on a few days later, they’d get an alert that’s no longer relevant.

It also means they couldn’t send localised alerts which is the point of this. The alert can be down to a single cell.

Good thinking. Not.

This.

Also, the emergency transmit band is not 3g/4g/5g but an independent part of the spectrum with different MCS rates to maximize coverage. You can get them even when you have zero bars of reception., but are still just inside the cell range

The deliberate lack of information provided by the Government over exactly what specific situations these alerts would be broadcast out for (rather than the worthless "may get" statement provided so far) is a direct cause for many people switching them off and I don't blame people for doing that.

If the Gov want people to do something they have to explain why its beneficial and, as always, the Gov (irrespective of party) uses the most worthless of PR to pass on their message, leaving people confused and untrusting of something which "may" be of actual benefit in the future.

Exact same thing happened when the gov was deciding whether we needed to wear a mask during covid. They u turned 6 times? before it was mandatory meanwhile the rest of the world just put on a mask and got on with it
