just pulled this out by accident but not sure where it came from it's attached to the cpu fan (to be honest never even noticed it until now)

It might help the situation a lil bit to know where the other cable is plugged into, im guessing it goes into the cpu fan header on the mobo ( you never know some people like to control the cpu fan speed themselves )
What kind of connection does that other piece of cabling have? a pic of that might help clear things up further
Or it even looks like some kind of resistor/capacitor/electrical component kinda thing?
Looks like a temp sensor to me, what cooler you got, it may help!

Not 100% sure however that fan is quite old and old HSF usually have a diode of some kind that they shoved inbetween the sink to detect heat so that they can regulate fanspeed
whenever it gets too hot.
