I actually hate you now (not really) I was puzzling over #17 last night and gave it up, now you've said that I remember we had the exact same thing at a quiz night thing once at work and I got it that time straight off when no one else could.

Short answer - I don't think it does
The Thomas the Tank link fits perfectly - but I think they've put the wrong train in as the answer.

I'd like to apologise for any sleepless nights. I had a bad copy and paste moment when I wrote the answers. I have updated the answer to this puzzle. I had no idea people were actually playing - it's just there as fun I wrote for a friend.
