Quick Q: Whats the diffrence?

Probably nothing. As they're the same price buying the Ryzen version would make sense.

Perceived wisdom is that you should be using 3600MHz memory with Ryzen 3000. That memory will probably do 3600MHz but will need more than just enabling XMP to get it there.

I'm using a B450 chipset so 3400mhz is my limit :)
I'm using a b450 and my ram is running at 3800, it depends on the CPU more than the board so with a 3000 series cpu the ram should be able to run at 4000+.

Both the ram you have linked have the same timings of 16 18 18 36.

Crucial Ballistix would be more sure to do 3600MHz.
And at tight latencies, because of very good Micron rev.E DDR4 chips.
Those Corsairs are with unknown chips, most likely something mediocre factory clocked tightly, and hence might not clock much.
(besides RGB bling bling adding some heat which doesn't help in that)

The only difference I could see in the specs is that the Ryzen tuned set states compatibility with Ryzen motherboards and has a higher SPD of 2666 rather than 2133, so it'll boot up at a higher clock. Seems sensible to get that for better compatibility, but I've no idea if the memory chips are the same.
