Quirky is that good or bad?

Yes, not crazy in the way some crazy people are offensive, usually quirkyness is tolerable.

Could also be applied to someone of seniority in position, rather than offend them with a straight quirky.
Not to be confused with eccentric.
 
Depends on the context.

Could mean your original, interesting and individual.
Could mean your gonna end up on the sex offender's register.
 
I was referred to by my new boss as "a little bit quirky" last week when she was talking about me to somebody else on the telephone.
I prefer "slightly eccentric" but I can live with quirky.
 
It depends on the context and the tone used, quirky can mean that they think you're a bit odd in a good or a bad way. You might be endearingly quirky and they like the fact that you're a bit unconventional or they might simply be trying to be nice about calling you a weirdo.
