I've always thought that speedstep just holds back the CPU and makes it run at say 75% or 50% of its normal speed?

Its not speedstep. Its C1E ehanced something or other in the BIOS. It lowers the multi when the system is IDLE. I found when I first put my qx6700 in the mobo, it defaulted to an 8 multi and I had to manually change it to 10.

THe problem has now been fixed.

I just selected load defaults from the bios menu, and I know get 2.66GHz.

Still don't seem to be able to update the bios though, hmmm.

You can update the EVGA 680i bios by downloading a tool called Nvidia system update...make sure it is the lastest version though. Then download the bios files (.bin type) and run them using the system update program.

But I have already tried that, it said there was a incompatanility with my Bios version number.
