VRM sensors are borked? Thats a software issue, not a problem with the card.
Voltages are fine, thats the specified load voltage for the 7950's with boost. Your temps are good too, so the voltage is clearly not a problem. I really dont see why this is an issue to you
The fan on full when you bootup is normal, its so you know your fan is working.
Having nvidia drivers on your system is not a good idea if you are running a AMD card, its perhaps responsible for some of your glitches.
And finally, whats your PSU? The burning smell is probably your PSU.

). The GPU does the exact same thing in the other PC which uses a different PSU. Also, nothing in the bios gets changed when i switch cards, so the delayed POST screen with GPU fans on 100% is to do with the Radeon 7950 card (other cards work fine).

I might have to try and RMA this through HIS directly as whoever tested this card at OcUK must have been wearing earplugs (they didn't even test it with the games that i specified and didn't mention anything about the stuck VRM temp sensors or the dodgy soldering on the back of the card)... It even arrived wet! Yes the card was actually wet inside the packaging (i had to let it dry and reach room temperature before installing).
