So it looks like Microsoft is going to push hard on compatibility across the 3 platforms, probably via DX12 (how else would one exploit the full potential the consoles)?

Good for AMD's masterplan. Bad for Vulcan and gamers...?

Basically, Microsoft is trying to aggregate the user base of XBox and Win10 to make it more attractive to studios, since XBox has fallen behind PS4.

Either way, it's good for AMD cards. They may finally get some preferential treatment from studios!

What mystery AMD chip available by 'Holiday' 2017 is 6 Tflops and also low enough power to be in a console?

Surely the absolute maximum GPU they would put in a console would be 150W (of actual draw, not TDP).
