1x Samsung SpinPoint F3 1TB SATA-II 32MB Cache

vs

2x Samsung SpinPoint F3 500GB SATA-II 16MB Cache in RAID-0

Who wins, and how noticable would the performance gap be when gaming and just casually using the computer- Windows 7.

You may get a slight performance boost with raid0 but it will be more reliable to have a single 1tb drive - also the 1tb drives are pretty high density per platter so the performance you'll get from that will be quite good anyway.

There will be a higher risk of data loss with RAID 0 as a loss of any one of the two drives will cause a complete loss of all data. But since I;ve personally never had an hdd failure then that's not something that would worry me.

In general Windows use you probably won't see a massive increase in performance because access times will not be improved with two drives.

But for game level loading you'll probably see around 30% increase in speed.
