Can i have a data (non operating system) raid or even a Asus "drive Xpert" array and access it via dual booting from different operating systems without an issues?

Also can I disable it via device manager akin to single drives? Basically i want to access the raid on certain dual boots but for security reasons not have access to it on others (when using the "software testing" operating system)

Depends what you use to create the arrays and what you want to have access to them.

It would be possible to create an array using a motherboard controller or PCI/PCIe controller card and then access that array whether booted into OS 1 r OS2 depending on the OS in question and if drivers are available for that controller.

Restricting access could be possible by either disabling the controller (if motherboard based) before booting or making sure the OS that should not have access does not have the controller drivers loaded and cannot load them (i.e. not available on the system and no users have admin access to download them).

Other than that you could encrypt the drive with something like TrueCrypt and only have the software on the OS's you want to be able to view the drives contents from.
