Random people let their toddler walk around my drive

Fair question given that they crossed over on purpose, but no, i don't think there's anything sinister going on. I think they just wanted their little one to walk on the gravel
 
In case you've forgotten how majestic the picture in the OP is, I suggest you go back to post #1 to reconfirm that comedy sometimes does write itself.

Different boundaries and parenting styles. There’s a woman up the road from me that lets her toddler roam wherever he wants when they’re on a walk, often onto gardens and jumping in puddles. It was strange seeing it at first but tbh, it looks like good exercise for the kid.
