Each time you download off Rapidshare, like a lot of other websites like Rapidshare they keep a track of your IP address & set a limit of how many files you can download and once you've reached the limit your IP address is on there temporary block list for like 15 mins i think it is for Rapidshare, and when you reset your router your IP address changes so when you go to download again Rapidshare detects that your on a new IP (well they don't know its the same person lol)
