Kids absolutely do learn language (and other things) from the TV. My 18 month old daughter knows many of the Makaton signs used in Something Special and she also comes out with songs, phrases and words that I wouldn't use on a day-to-day basis.

She doesn't even watch much TV, either.

They can copy, yes, but they aren't learning language per se. The most obvious example would be that she can sing the words but she probably has no idea what they mean. They can't learn the use of language because they can only copy what is presented to them, and if they do experiment with language, the TV can't correct them when they get things wrong or praise them when they get things right.
