It's not considered a knock on, but I've got no idea why. The Knock on rules are to prevent forward passing so I presume it's because you couldn't possibly charge down a kick and hope to control the ball in any meaningful way therefore it shouldn't give you any advantage.
That's fair enough, I just assumed that contact with the ground would have made that a knock-on, but you're right - it must be all about perceived advantage.
Because if there wasnt the charge down rule, a player could kick the ball directly at the opposition hoping to hit their arms or hands and forcing a knock on (and say you were trying to get the ball out of defence this would give you a penalty and better change to clear your lines so an easy way to get out of defence), which would be rubbish, so instead we have charge downs.
