Nope, the dell isn't 120Hz, bog standard 60Hz (though I do believe some people have been getting it to run OK at 75Hz).
The main selling point of the 2209WA is that it uses an e-IPS panel, which is much better than the TN panels used by 99% of all other monitors in this price range. (Here is some info on panel technologies).
Main benefits: Proper 8 bit colours, wide viewing angles, generally looks awesome
Also, the 2209WA has very low input lag and response times, plus no ghosting - so it makes for a wonderful gaming monitor.
This kind of panel is the same type as those used in Apple iMac and Apple Cinema Display monitors. If you get a chance to compare these panels with standard TN LCD screens (in a shop maybe) you will see the difference between the panel technologies, and why they are worth the price premium.
