well, most games will come with optimizations by default for AMD graphics cards. That is the way I see it seeing as these days most games are developed for consoles first and then adapted to PCs.
It also depends on how good an eye you have for things. Some people won't notice it even if it's staring them right in the face.
It's like everything really, some people don't notice / care about input delay, just like they don't notice or care about microstutter.
I myself pick up on everything and it annoys the hell out of me, even the slightest niggling thing will render a game unplayable for me. This is why I chose single gpu cards and nvidia. This doesn't mean ATI are bad, just suited for different people.
none of that is relevant to what i've said; it's down to uneven frame output, not how optimised a game is.
You don't think it's possible though profiles or game optimisations to smooth frame output?
I can't stand Nvidia's implementation because it causes input lag.
i'm sure it is possible, but it's not what we're currently dealing with is it
e: if anything, there just needs to be a mechanism in the driver that maintains an even distribution of frames, i don't see why that would have anything to do with optimisations in games.

Because with different engines and such it would be difficult to apply a blanked method to all games.
