Vodka is perfectly safe to use, it won't damage anything, it will help with removing stubborn old paste that's dried out. But it is a waste of good alcohol!
I'm a strong advocate of using some sort of solution to remove all the TIM from the cpu, including from the minute crevices on the surface of the IHS and cooler, rather than just scraping it off with some tissue.
Doing this and tinting both surfaces with the new TIM before application ensures trapped air is minimised and because all the old stuff has been properly remove you'll get max performance from the new TIM.
