Irc, win7 didn't really offer that much customisation? I've actually forgotten, though creating a default profile was far less time consuming (perhaps through less customisation).
To be fair yeah Windows 7 is a bit limited but it does have some more advanced options hidden away including some of the folder customisation panels, etc. and then there is the "god mode" (.{ED7BA470-8E54-465E-825C-99712043E01C}) options plus it does facilitate tinkering under the hood in a way that Windows 10 doesn't.

though its not quite as featured as win7 no doubt but for the most part there not really settings youd need/want for a normal desktop environment. I've always found gpedit.msc a far more useful command
