Fining someone who has no money is not going to fix anything. Also if the fine is smaller than the amount 'stolen' then it's a win-win scenario for the culprits.

Community service? I wouldn't really mind a couple hundred hours of com.service if I was to gain a few hundred thousand pounds in return, don't you think?

It has to be something severe. Unless you propose community service for 3 or 5 years? full-time? How is the person going to sustain themselves? benefits? what about supervising them? etc etc etc..

Com. service is for really-really small time issues, so are fines. That is my belief.

I think you'd have to dodge a quite massive amount of tax to end up in prison over it.

It is the remit of HMP Service, not the police. How can the cops be geared up towards anticipating a spontaneous act of violence ?

If they are called in after a event it is because warders want them called or an inmate wishes to press charges.
 
Why do I care what some criminals in prison are doing? Let them kill each other if that's how it's going to be, free up space in prisons for more scum!

Apparently not through community service.

If you cannot make someone return the stolen money (i.e seizing the illegal gains or property of the perpetrators) to the victims (i.e the state or you/me) then they should be punished accordingly via other means (i.e imprisonment). I personally value community service as a form of monetary fine, expressed in hours of work at the equivalent of minimum wage, and applied to non-criminals.

The problem I see is that people who have a liberal point of view assume that society has powers beyond what it actually has. People like these two scums don't get rehabilitated, both because they lack the capacity or interest and because the rehabilitation system is broken to begin with.

Prison only serves to keep people away from society for the present. Nothing else. On the other hand though we have nothing better to use, do we?

What makes you think stolen money is irrecoverable? If you don't have the cash they'll seize assets. A court will happily bankrupt you if needs be.
