This really comes down to personal preferences.
If you are happy with the performance of your system then you really don't need to upgrade.
For me I like to target my monitor refresh rate but happy for it to not always hit that target so for me anything above 100fps.
I am also happy to drop some settings but I do not want to play on a game that is much worst quality than a console.
So I target ultra/high.
What I have also learnt over the years is that CPU upgrade is much more beneficial than the GPU.
I have recently just experienced this going from i7 8700k to 7800x3D my GPU gained extra performance now hit 100% load in all games.
I could have easy put the blame onto the GPU and upgraded the GPU brute forcing performance without really thinking about the real problem being the CPU.
What you should have learnt is that using a 7/8 yr old 6 core CPU with a modern GPU is a bad idea!
In reality, all things being equal, a GPU upgrade is still more beneficial than a CPU upgrade when it comes to gaming.

cpu bottleneck can be figurered out from gpu usage tho, if your gpu isnt at 95%+ its a cpu bottleneck generallyYeh, there seems a misconception that you are only being cpu bottlenecked if your cpu has cores at 100%. You can easily have bottlenecks without any cores loaded 100%. It's much harder to pin down though.
