No they do not. I suspect you are taking a few select extreme cases and extrapolating that to every time a police officer touches someone.

Listened to Teresa May on the radio earlier this morning, she's just utterly useless and unwilling to show any leadership at all when it comes to decision making. They're waiting on Cameron to come back, probably so he can claim any glory from putting this situation right, when in reality it's the police on the streets who will do the work, at the same time as taking cuts. It's a mad situation to have where we have to await the return of our Prime Minister to put down riots.
Politicians need to let the police off the leash, let them get on with it without playing games. Someone is going to die if this continues, might be a rioter but more likely an innocent member of the public or a police officer.
Rubber bullets, water cannon, dogs, mounted police and tear gas time boys. Enact emergency laws and let the police go at the rioters without the fear of compensation claims.
Rather tragic that we can't deal with a few hundred rioters but we're hosting the olympic in 12 months..
FYI, I know Hampshire have extra resources out to prevent this type of disorder, if they start, we're ready. Coincidentally, I'm out tonight.

Yeah but London is a proper place not an unwanted little wart on the end of a country's butt.
I'm allowed to shift my view based on circumstances. If this had been brought up prior to these riots, I would have opposed it, and not because London is somehow 'special' or anything like that.
The riots in NI over the summer are nothing on the scale compared to what is happening in the mainland at the moment, although having said that, I wouldn't be adverse to employing the same rules elsewhere.
You have to see that NI is unique compared to the rest of the UK.
