First, double check that nothing is blocking the mech from moving. Make sure the chain isnt stuck between the mech and the chainring and check that no sticks/stones/etc have wedged in the mech.
Next, I would detach the cable first to check if its the mech or the cable thats stuck.
Stick a blob of paint/tipp-ex/etc on the cable so that you can put it back on in exactly the same place.
If it's the cable that gets stuck, get new cables + outers, not expensive to do but can take a bit of time getting it adjusted right again (and you might need new bar tape if your cables go under the tape).
If it's the mech, wd40 should do the trick. If you can be bothered, it would probably be best to take it off the bike and give it a good clean with some degreaser then make sure all of the moving parts are well lubed.
edit: this is assuming that the shifter still works correctly? Is it still making the normal clicks when you change gears? It's unlikely to be a problem with the shifter tho.
