They actually added them, as per the event specific PDFs, then rescinded in later issued PDFs.

Fact Practice start violation.
Offence Breach of the FIA International Sporting Code Article 12.1.1 (i), failure to follow the
instructions contained in the Event Notes (v3) item 19.1, practice start location at
13:35 and Article 36.1 FIA Formula One Sporting Regulations.
Decision 5 second time penalty.
Reason The Stewards received information from the team that the driver of car 44 had
received a team instruction to perform the practice start in the incorrect place. This
was confirmed by the Stewards having listened to the audio between the Team and the
Driver.
Based on this information the Stewards replace document 47 with this decision and
therefore remove the penalty points imposed.
Competitors are reminded that they have the right to appeal certain decisions of the
Stewards, in accordance with Article 15 of the FIA International Sporting Code and
Article 10.1.1 of the FIA Judicial and Disciplinary Rules, within the applicable time
limits.
 
Follow the rules, notes, and regulations and there is nothing to worry about.

Practice starts may only be carried out on the right-hand side after the pit exit lights and, for the avoidance of doubt, this includes any time the pit exit is open for the race.

Drivers must leave adequate room on their left for another driver to pass.​

Hamilton carried out the practice start after the pit exit lights, on the right-hand side, and left adequate room on his left for another driver to pass. He should not have received any penalty for this, because his actions comply with the rule they are alleged to have broken.

So why the hell is get still got the 10 seconds pen?

In race penalties will never get changed post race because it's pointless, as soon as the penalty is imposed people change race behaviour, you end up having to overtake others etc. and the actual impact is hard to quantify.

He finished over 10s behind Max anyway so even if they decided to simply cut 10s from his race time it wouldn't make a difference to the result.

Yeah, decisions made in race cannot be appealed. It'd be like appealing a penalty in football after the fact; it can be wrong but the game has already been irrevocably changed so you can't just subtract a goal.
 
Another thing occured to me: if he now doesn't get points 'cos the team says it's okay why does he get points for entering the pits when closed?

Totally inconsistent.
Because (whether you agree with them being visible enough) there were light boards telling him directly the pit was closed too, so regardless of team instructions, the argument is that the driver should be able to see that himself anyway.
 
Watched hightlights but got bored and also annoyed with the petty penalties given out for Turn 2.
Writing was on the wall when Sainz crashed trying to go through the penalty route.

Also, Finnish race steward giving penalties so a Finnish driver easily wins the race....?

And the biggest joke reading the comments saying Hamilton was correct all along.

How's that any different from being supposed to know that the Steward's will make up their own interpretation of the rules and apply those instead of the ones actually written down? It's still saying that the driver is supposed to know regardless of team instructions. If they dropping the points this time they should be dropping them any time they did something the team told them to do. Which would be the wrong choice but at least it would be consistent.

Seems fairly clear to me.

Today was a seemingly incorrect interpretation of a rule that post race resulted in a partial admission of fault on the FIAs part, albeit dressed up in words to suggest otherwise.

The pitlane closure is a driver ignoring/missing a sign/flag. If his team told him not to slow down during yellows he'd still get punished even though his team told him to.
