Whilst I agree with sanding it back in theory, chances are you could end up exposing a lot more rust, which, whilst not being a bad thing in itself, could end up with a much larger job than just a 'simple sand and paint'.


Why shouldn't it be the advice in general?

Do people have no pride in their car/posessions?

What about re-sale value?

What about the poor next owner of the car?

For the sake of minimal effort, just fix the damn thing.

I ignore the rust on my current car, unless it is structural bits obviously. It’s 16 years old worth a couple of hundred quid on a good day and I’m only keeping it as it is cheap motoring until a big bill comes in at which point it will go to a scrappy or WBAC!
 
The bit on the edge of the arch certainly smacks as a previous paint job.

Typical scenario of rubbing through to bare metal on an edge when preparing it for paint, going straight over with the basecoat, then not getting the clearcoat (lacquer) right around the rear edge to seal it up. Over time moisture has found the open edge of the base colour and tracked around to the front due to there being no primer. The darker blue bits are the waterbourne base colour being affected by moisture under the clear.
