He was trying to let Lewis past in the way that worked best for him. That's all. It was dangerous because Max's judgement is dreadful most because he was trying to cause an accident.
FIA stewards didn't get involved. Masi made the decision it as race director. I assume as Max didn't get change to voluntarily hand the place back before the red came out.

There's no way he'd expect to get away with that kind of thing. Most likely would be disqualification. Max knew Hamilton was faster and had better tyres, when he was right behind I think he saw an opportunity to try and take Hamilton out of the race, which would have meant he only needed P2 in the last race to guarantee the championship.
