The turbo being fubar'd was my original thought, but I assumed you had heard / felt it spool up.
You should be able to hear it whistle / spin up when just revving the engine in neutral. I assume it *has* got a turbo, i.e. theres a bit connecting the exhaust manifold - downpipe
Just check all the connections around it, otherwise I suspect its turbo-removal time. I imagine fuel economy would be pretty poor too
