seeking aftermarket cooler for vtx3d 7950 boost

hey again guys, i recently purchased a dual X sapphire 7970, theres one small issue that i would like to be fixed and that is that the 2nd fan only comes on when the first one gets to 92% speed which leads to very noisy cooling as a result of the 2nd fan never actually being activated, i found this out after checking in amd catalyst that the fan only comes on after the first hits 92%

is there anyway to have both fans work consistently together to lessen the noise generated from the first fan needing to get to 92%
