Serious mileage :)

speedo is mandatory, but its the same as things like airbag lights. The examiner is likely to miss these.

Broken speedo is not a fail afiak. I only remember that because its so surprising considering how they go on.
A guy I knew with one broken had it for years and he said he just matched his speed to the car in front, if the camera doesnt flash for them no reason why it should for him.
 
It's not something a car would fail an MOT type test for over here, but if you get pulled over for speeding and the cop asks you if you know how fast you were going (don't they all?) and you respond by telling him you don't due to a broken speedometer, he can then give you a ticket for it (both the speeding and the broken speedometer).
 
Just looked in the mot test manual, your right, theres no test carried out on the speedo :o

Mickey, I didn't think america had a mot style test or is it just certain states.

But i think this will encourage people to go buy these cars and use them normally but try clock up 1mill miles within the last few months of having it just to get a new one, pretty impossible, but people do weird things :)

I've never lived in one, but from what I understand there are some municipalities that require an almost UK level of MOT type testing.

The closest would be the emissions testing done in Portland, Oregon and most of California. But they don't scuttle around on the shop floor with an inspection mirror kicking your tyres and such. But they do require a mini-RR type thing to do the test on, so your car has to be at least in working order to pass.

It was kind of funny when I was in Portland getting my smog test certificate for the Neon and to see that guy with the Volkswagen Rabbit pull up. His car has the engine replaced with an electric motor and he hauls the front end of another car around as a trailer which has a Diesel drivetrain in it for when he's going long distances.

He pulls into the parking lot, unhitches the trailer, drives up to the testing station on electric power and they go looking for his exhaust pipe...... ;)

You should have seen the examiner's face when he lifted the bonnet to try and trace the exhaust pipe.

"What the hell kind of engine is that?"
"It's electric mate."
