I would point out, that since the great "global downturn", tent cities have sprung up all over the states, as more and more people have lost their jobs and homes, it is certainly a lot more than various charities can deal with, and the government really don't care.
Yes, the group were in the wrong if local ordinance was against them, but it doesn't detract from a larger underlying problem in the US today.
Just as it is a larger problem here in the UK than people think.
