Should I upgrade or start from scratch?

For Total Warhammer you're possibly better off with a platform upgrade to an AMD X3D variant.

The 9900K is getting a bit long in the tooth at this point, I've seen people bottlenecking on it with cards not much faster than a 2080ti in some scenarios, I was quite heavily with a 3700X and a 4070 and there's only around 10-15% between that and the 9900K last I checked.

It's worth noting that the Total Warhammer series is a bit of a mixed genre, they have RTS battles where you control troops but there's also an overworld management part that's similar to a 4X type game. Think Civ, Crusader Kings etc, the management part can really nuke your CPU at times, especially if you're running a custom scenario with a lot of AI opponents as you need to wait forever between turns. The built in bechmarks aren't necessarily representative of the game proper, especially late into scenarios.

It's a tough one at the moment, an X3D AMD variant would be best but the 7800X3D has massively spiked in price. They used to be available for £280-300 and are now frequently over the £400 mark, I would suggest waiting a month or two as the 9800X3D is due to launch within that time frame.

I can't speak to how much it will cost, but even if it's in the region of £400 it should at least push the 7800X3D prices down to something more reasonable.

In my opinion going for a AM5 + X3D platform upgrade while considering the above is your best bet, see how you get on and if you need more GPU grunt check out the new Nvidia cards due to launch early next year.

TW games unless theyve changed signficantly are terribly optimised for multicore cpu's
WH3 is more graphics heavy than people might think. basically you want the whole deal.

I would get it out of storage update the drivers and give it a whirl.

I can play wh3 with a 3070 and a 5700x3d at 75hz (monitor max refresh, it's an ultra wide jobbie, great for work but less so for games) at some odd resolution between 1080 and 1440. I am GPU limited Wh3 like all CA games is a jankfest.

Not sure what you're planning on playing or the refresh of your monitor.
