Sounds similar to my setup now. Only real difference is I'm on Win 7 64-bit. XMP Profile appears right above multiplier field for me... maybe your RAM doesn't have XMP settings?
It's probably something to do with the Windows 8 EFI secure boot thing. System reboots boots silly fast and presumably skips the point where the BIOS tells the system the max multiplier.
