Sounds similar to my setup now. Only real difference is I'm on Win 7 64-bit. XMP Profile appears right above multiplier field for me... maybe your RAM doesn't have XMP settings?

It's probably something to do with the Windows 8 EFI secure boot thing. System reboots boots silly fast and presumably skips the point where the BIOS tells the system the max multiplier.
I have HyperX Fury 1333MHz Black RAM.

That sounds plausible yes; RAM is actually same as mine too by sounds of it.

Not sure why you get XMP settings and I don't?
Does your CPU voltage scale with clock speed? Mine sits at 1.201v at all clock speeds.

Sorry for the delay in responding, screen attached showing XMP option. Also, my VCore is static and does not scale.

Did you ever get this sorted? I'm on Windows 10 Preview now... and experiencing exactly the same issue! 3.2GHz after a restart!

Seriously dense build lol, FPS per square meter would be a good metric.
