Honestly no idea how you can think that
I would say they're more or less the same when you have just standard enemies that don't block moves and batman's combat even less spammy when you encounter a variety of enemies i.e. the one's with a riot shield, taser, titans, armed thugs etc.
With sleeping dogs near the end, I just found myself waiting for them to make a move so I could counter as they just blocked every move of mine or if I got grabbed by the big guys, hit "kick" and then spam "right click" to get out of the hold.
There are more moves in Batman, with sleeping dogs, it was the same punch over and over again and the same kicks even when you change direction plus you only had like 4 strikes I think? And it would repeat over again where as with batman it was like 7 iirc? Plus you had the a whole range of gadgets to use and the best thing of all, multiple counter attack up to 3 people. Granted you had combo chain moves in sleeping dogs, but I very rarely used them as it was easier to just spam left click or counter or grab them and continue to punch them in the face. You also could use the environment in Batman, although not to the same extent as sleeping dogs and not quite as flexible either, you just had to be near the wall or banister etc. in order for Batman to use his finishing move i.e. throwing a guy into the wall or smashing his head onto the rail/banister etc.
Also had arm and leg break moves in Batman games, just not as satisfying sound to them
