I've always used ^^ to simply refer to the post above me for example:

I say: I love scrubs because Rowdy is the best dead dog in the world

Bob asks: why do you love scrubs?

I reply: ^^^

ie. I use it to say "look up".

Everybody around me also seems to use it for the same effect also. I thought everybody did?

Japanese smilies focus on the eyes because japanese focus on the eyes more than the mouth in real life (supposedly).

Westerner focus on the mouth.
