So got a PS4 with Killzone today and it doesn't look like an upgrade :(

I've kind of felt the same (half decent 42" 1080p tv). So far I only have Assassin's Creed 4 and maybe that game was built primarily for the old gen consoles and upgraded, I don't really know. The fact is that the PS3 is still capable of realistic and good looking games, changes from generation to generation are getting more subtle, look at this for example:

Again the game wasn't originally built for the new gen but the PS3 version still looks great, the PS4 version is running at a higher resolution with more effects and probably better AA. Console upgrades are no longer like going from a SNES to a Playstation 1 :)

Not a problem really because games for the PS3 will stop being released soon and games do look a bit better. If that isn't worth the money to you then hang fire or skip a gen?
 
Look at the ps3 release titles and compare them to the current games like the last of us or uncharted.
There is a massive difference in graphics between release titles and the current stuff, so i say give it time and the games will start to look much better.
 
If your credit rating is fine , then I recommend going into a Panasonic shop and getting a tv on 12 months interest free

I recommend saving his money till he has cash and buy it, credit is evil if you're not careful. in this climate, cash is better and I'd not buy a telly on credit ..

I have made a horrendous error, I didn't have my TV set to "game mode" I had it set to cinema with settings for films I setup years ago with a calibration disk. Anyway I flicked it over to game mode and the difference is night and day.

I'm still going to get a 1080p set in April but this is 10x better now.
 
Ive got an Xbox one connected up to my old Pioneer (720p) plasma and it still shows what a great TV it was when I bought it, in our living room I have a PS4 connected to a Panasonic TX-P50vt, yes its a better image but the old Pioneer still shows its got some life left in it yet ...as the spare TV anyway :)
 
Interesting side discussion on tvs here. I've got a 7 year old Sony 40 inch LCD with ps3 connected and a 2012 fairly decent model 46 inch LED samsung with a shiny ps4 connected.
The sony does 720p and 1080i only whereas the samsung is full 1080p obviously.
On many levels I still think the Sony is as good if not better in terms of image quality sometimes than the much newer samsung, which goes against a lot of opinion on forums. The sony was top of the range though at the time (one of the first Bravias) and I laid out a cool £2.5k for it 7 years ago, so perhaps it was money well spent.

EDIT - actually just done a bit of digging on my older sony set, it's the SONY KDLV40A12U and actually has a WXGApanel 1366 x 768 resolution. What should I be setting my ps3 to for the best output. I can only choose 720p or 1080i from the ps3 settings so it's going to be downscaling or up scaling right? Both look equally good on testing, but I prefer to run at 720p.

With the PS3 98% of games run at 720 or sub 720 resolutions. The only benefit you would have is with watching blu-rays, you may see a smidge more extra detail over 720p.

Set the PS3 to 720P and your TV not to scale/stretch the image if possible, you'll get small borders all around the screen but 1:1 pixel mapping which will give the sharpest possible image.

Well i'm looking at this way.... he could buy the tv now , and save each month to pay it off in 12 months time. Or your way.....save 12 months and survive on what he has. There will always be a better tv / graphics card / cpu , it just if can do it now might as well take the interest free option.
