Mine is at zero and no matter what it is set at I see 1.4+ even with 8 sleepy cores.

Idk mine does 0.2v on sleepy cores and 1.4Ghz (CCD1 and half the cores of CCD0) - 1.8Ghz (half the cores of CCD0)
And that applies when watching something on Amazon Prime with 2 twich channels running
When watching something, the GPU takes the load.
I have deactivated GPU rendering on Chrome.
I still don't know why it is such a problem for AMD with using the GPU in a browser.
Had this problem with the GTX1080 & 1080Ti, all way back since 2016. So always keeping it off.

I am not sure that you actually can. Can you post your Task Manager when video playback?

Thats how to turn it off.
It doesn't work like one can imagine. When in YouTube playback, my iGPU stays at 3% load regardless of whether it's off or on.
When the Chrome window with YT is minimised, then the iGPU load goes to 0%.
The only thing which it solves is the black screen that appears every time when you want to watch something in the browser.
