Terrorism just like barbarism are imho man made concepts, i see it as unjustified killings.acts of terrorism.
Not that it was the first instance of it, but it was an example of a shift from military vs military to civilians being targeted (albeit usually actually infrastructure that was targeted).We were fighting a Total War with Germany and Dresden was a legitimate target. It was certainly not "terrorism" as it was conducted by state actors in an active war.
