I doubt it will see the light of day, as there's no structure. By the time it's developed it'll be rubbish graphics and wont work on the next version of windows.
Actually the game has been confirmed as being in development by Frontier Developments Ltd. There is currently no eta for completion but they are working quite a bit on the AI and open ended nature of the game with their upcoming PS3/360 game 'The Outsider' -

Frontier have not sought a publisher yet so I think that it's a pretty safe assumption that the game is in 'very' early development.
Regarding "rubbish graphics" you clearly have no idea how games are developed. The actual engine that the game will/could use can be changed and/or updated as required. The thing that makes a game is the AI and the scripting. A really good example of this is the upcoming Bioshock. Development of this game began in 2004, now almost 4 years later it is one of the most stunning games visually to come out and utilises the latest DX10 hardware - clearly the time taken to develop the game has little or nothing to do with the eventual visual quality.
From what I understand David Braben is not interested in making E4 as a MMO simply because the time and money involved in policing such an endeavor push the eventual budget and overheads way above what they need to be. Frontier is not a large developing house and currently they don't want the headache of having to deal with hackers and pathetic little children trashing the ingame experience for those that are more serious about their gaming. Zitty little teenagers that run around screaming N00B and I am *** haxors etc are exactly the thing that Braben wants to avoid like the plague.
My current concern is that David Braben has something of a love of developing for consoles exhibited by their recent games Thrillville, Dogs Life, Wallace and Grommit and The Outsider. He likes the static nature of the hardware and IMO this could well lead into E4 being a console game and their being no PC version. Something that would upset me greatly. My hope is that he will listen to the majority of gamers that desire E4 to be either cross platform or solely PC.
IMO I would like to see some online interaction but I would loath the idea of having to share my gaming experience with every Tom Dick and Harry that decided to have a hack at it. The thing about Elite and the reason why I think X3 fails so badly to have any sort of immersion close to that of Frontier and/or Elite is that X3 does not have the scope nor the immediacy of being my story, my ship and my universe. X3 is cold, space travel is gated and restricting, and reduces you to being a 'controller'. Elite was and still is a game of exploration, about being on the frontier of space and is so much more of a Space Opera than the X series ever was.
