Who said the bag is going to explode?

I'm betting somebody had hidden it there, either for later or somebody else to collect.

I would phone the police inform them of the bag.

Right, so you waste craploads of time posting a message on this forum, asking people for their advice, and then when they give it to you you don't act on it? What the hell is wrong with some people? What if it is a bomb? What if it is money or drugs? Or what if it's nothing, regardless, why is it worth all that risk of waiting around doing nothing?
