Genuine question, I'm not sure of the rule.

If the defender misses or doesn't make the clearance it goes through to Fabregas who is offside. With the rule as it is there is an actual incentive for defenders not to defend, it's nuts.

Yep, Fabregas has been poor. Doesn't have the same presence Iniesta does in the middle and doesn't work as well with Xavi.
