I'm interested in a very similar setup and would like to know how well it's likely ro perform, or indeed any pitfalls that might cause problems/underperformance!

Have you been able to test every bit of hardware to see what might be causing the lack of performance?

Wish I could help diagnose what the issue might be...

What's your 3D mark 11 scores? Should be comparable to other similar setups.

Do you have monitoring software to check out how the load, temps, power...?

usually comes with your video card. MSI has Afterburner, Palit has VTune that should let you overclock and monitor various parameters.

Don't know if NVIDIA provides some support software on their own.

I think that is 1ghz to low.

668.7*2 = 1337MHZ

Well not a gh but its still not at full potential go change it in the bios to1600MHz

Like it says on the ram product description.

Well something must be wrong because when I ask him about performance he doesn't feel it is at it's full potential, so something could be dodgy.

I can only suggest a re-install, then motherboard chipset driver, Nvidia driver, audio driver then the windows updates etc.

If hes playing witcher2 - http://www.xtremesystems.org/forums/showthread.php?t=271085 - new drivers give a boost.
