Before you go through the RMA process and end up getting rid of what is most likely the best card for your needs, could you install MSI afterburner and let us know what the maximum temperature is that your card is reaching? It might be that all you need to do is set a custom fan profile.

Also, a couple of pictures of your case might help as maybe all you need here is a fan strategically placed to exhaust air better.

Good point. It is a fact that case that doesn't have sufficient air intake for the graphic card's cooler would require the fan to spin at much more aggressive speed in order to maintain the temp than those that do.

Depending on the case...if it allows mounting of two front intake fans, two lower rpm fans would probably do a better job than one (that would probably spin at a high rpm and louder)...also some cases having their drive-cages standing right between the front intake fans and the graphic card serious suck for airflow.

The cooling is fine, the case has extra fans, all recently been took out and cleaned, CPU re pasted etc, good cooler on it... its not that my brother recently helped me do all that

I think what people are perhaps concerned about if a 970 is too noisy you might have a hard time finding a significantly quieter card unless there is a issue with yours or your setup,

Actually come to think of it, could it be that it is not the fan noise being the issue, but may be the 970 is having coil whine like lots of people have issue with?

I guess if OP can give more details of what like of noise is it it might help.

omg thank you for that, I don't think i'm going to start taking it pieces though, This is only the second PC i have ever built and the fact i can send it back with no hassle from Overclockers after reading everything in this thread, I think i wll do that and buy an AMD card as i have never had any problems with any of them.

I put 2 other video card in to test it when my brother helped me and cleaned it all.. none of them made half the racket this one does when you have mordor,dying light,dragon age Inq running.. thats why i thought i better ask on here

If you want a quiet card then may I suggest you buy a better brand, buying an AMD card won't fix the issue, it may even make it worse as they run hotter.

ok thanks for the wise words, Duh.. Unfortunately i am not made of money otherwise i would have got a different one.. but i made my decision to buy it just after release due to it's price and what people where saying about it..

Maybe an AMD will run hotter but my case is good, Cooling is as good as it can be for my budget and i never had this problem before, with 1 GB cards, 2 GB cards and wanting now a 4GB one i thought i would be alright.
 
Anyway Sorted now,

Took delivery of my R9 290 Vapor and it is virtually Silent when running all the games i use my machine for... unbelievable really and shows that other cards cooler was terrible..

Great stuff, vapor is a very good cooler.. Quite funny how fast some guys at the start of thread jumped on it being a 290. In fact it was a 970 :D eye wiped

Point is not all 290 are loud or hot..

Now the dragon is moaning like hell she cant hear *******ers and Corry on the telly due to video card racket when i have new games on and the fans kick in, I cant hear it due to awesome headphones :)

Congrats, I've got the lightning but I think the vapour is a buat looking card and feels top quality. Enjoy.

Some of Inno3D's cards are the bee's knees. Their (long-name-iChill range) 780, 780Ti, 970, 980. Those are right at the top for silence and performance.

All it seems is mistakes/human error in the production line, assemblers are fitting bits where they shouldn't go. EVGA (big name) have recently had production flaws too with their coolers. MSI (big name) had issues with fans on the 280X/290 not long ago?

So no, sorry. You don't know how good Inno3D cards can be. Every brand can have quality control issues. If anything, go for a better iChill model by Inno3D.
