Steam - What is it?

If it's created by some of the people that created the original fallout but published by Bethesda, where is the problem?

And what does IP stand for? I'm guessing it's not internet protocol :p

The publisher can do quite a bit to screw up things, namely unrealistic schedules and not allowing post-release patches (the Lucasarts KOTOR2 fiasco comes to mind). Bearing in mind how Beth handled Fallout 3's development and patching, I'm concerned about this aspect.

IP = Intellectual property. The Fallout universe is Bethseda's to do what they like with, so story elements can also be vetoed by them for example.
 
And how does the Cloud work exactly? If I play say Plants vs Zombies on my laptop and have a save game, how does that save game become accessible if I install PvZ on another computer? Does it automatically download it and you're free to carry on from where you were?
 
if it supports cloud (some support cloud for settings, ie controls/mouse sens etc, some do it for saves as well) then every time you install it on any computer it will set it up like it was on the first (and update them all/keep em i nsync every time you play them)

It syncs your game settings, profiles and save data to the 'cloud', then when you install it on a different system it prompts you to restore steamcloud data.
