It's not so hard to make such a system stable. Basically, you need a ring magnet. With this, you can create a small 'basin' of magnetic potential underneath it, and hence a stable equilibrium for a small enough ball. If the magnet is sufficiently strong, the magnetic force will dominate over the gravitational.
You do, however, need a second magnet underneath in order to create SHM in the floating object. Without the second magnet there would be no correcting force to stop the ball from either falling, or moving up to the magnet.

How come they have managed to develop a machine that produces infinite energy, but they can only get 1 of 4 web cameras to work?

This is starting to look like a crok. Only camera 4 is working, and its just filming big ben and the millennium wheel. 
Oh and dont tell me, at 11am they will have to put it back again another 5 hours.
Plus whats with the 'simplified' version. Show us the full whack jobbie. Whats the point otherwise.
